when installing a noise toy i figured it would be easier to soder the power line to were it comes into the radio would that work also could an eco board power also be put there?

Well,.... unless you want power on your toy and echo all the time, even when the radio is off... That's NOT a good idea.
That would be why it's best to wire it to switch-on power at the on/off control switch.
However, your radio and your toy, you do it how you want. Just don't be wondering what happened later when you're replacing them.
