you need to use the 102" as a mobile antenna, the Double Bazooka is a good antenna, but needs to be streched out, and if a seller won't refund money,,then I wouldn't do anymore business with them,,,,,go with a no ground antenna and you'll probably be fine,,Signal Mate or Saturn antenna only cost about $25,,will not perform as well as a A99, but it's a smaller version
Looking for a good small base antenna? Maybe you live where they will not allow you to have one and need one that you can hide easy! How about your RV or Camper? Take a good look at this antenna, it is small but deadly. Mount this antenna anywhere you need base operation; hide it in the attic, on the balcony, on your trailer, you truck, etc. It's no ground operation is great for trucks, boats, etc. TECHNICAL SPECS: 27 Mhz, * Wide Banded * Rated at 500 Watts * 9 dB Gain * 1 1/2 SWR * Full water proof, Low Wind Resistance.

I could probably get away with a Saturn, but I hesitate to buy yet another piece of equipment that won't work because my building seems to be inhabited by Satanic radio wave demons....

what you need to do with the bazooka is mount it on a wall in a upside down w formation. I used screw in the wall c hooks also trim all but 3 inches off each end and it should work fine thats what I did . Also make sure its not real loose. I was going thru the same type situation!! but doing the above made the bazooka work nicely.

Well Choirboy, here I go. I will call this a brainstorm, to hopefully give you ideas to try. Most of the guys on this forum will probably tell you they seem more like "brain farts" the brain storms. But here goes anyway.
Would they possibly allow an 18 ft Antron 99 type antenna mounted against one of the less visible walls? (Don't get you hopes up for this one)
Antron 99 down a chimney?
If you can possibly get permission to get a vertical antenna mounted at the peak of the end of the gable roof, left end of the building, not the dormer (too ugly), you will be rocking big time!
or possibly to a chimney? or one of the roof vents?
Bribe the landlord, bribe the other tennants.
Draping the bazooka from one point of the building exterior, outward to another point migh get you somewhere, but RF interferance on your neighbors electronics is a big possibility.
No vertical antenna will work where you have the 102" whip. It is "firing" back into your room, and RF is bouncing badly off the surrounding vertical walls.
I am sad to say though, that on such a pretty building, you will probably be stuck with an antenna in the attic, that you will probably have to sneak.
The bazooka may have a chance of working if you suspend it horizontally through the attic. Get advice from the seller / manufacturer on this possibility. You may have luck experimenting with horizontal and V type , dn inverted V patterns.
An NGP "no ground plane" antenna may work in the attic.
An NGP, mounted vertically, or horizontally, on a horizontal stick or pole, 6 ft or longer, that you could clamp temporarily to the handrail, just when you want to talk. (use at night only?)
Another possibility is using a 10-12 push pole, temporarily / at night, to shove a temporary NGP antenna, mounted to the end of the pole, up from you balcony, so the base of the antenna gets above the roof.
Use a long horizontal pole to "dangle" the bazooka over the handrail, like a fishing pole and line, temporary of course.
Either antenna may cause RF serious interferance with TV's, cordless phones, radios etc. You will be able to "hear" OK, but you may have to reduce the power output of your radio to stop RF interferance.
Don't get evicted, don't fall off the ladder or the roof...
It's extreme, but is moving somewhere else an option?
You may have to resort to Receive only?
My last idea for now, is the possibility of using you mag mount Wilson temporarily when you want to talk, but it will probably have to be stuck in the horizonal position, outside the balcony handrail.
Lastly, develop a neghborhoo clotheslin movement and incorporate the bazooka into the program.

When you say "upside-down W" do you mean that each leg is bent 45 degrees with the center connecter at the bottom like this?

I assume you mean that there is about 3" of the 16 gauge wire protruding from the sealed end of the coax like this?

yes its a up side down w shape with the coax cable going straight down to the floor. and yes cut all but 3 inches off each tip of bare wire. Iam at work so I can send a picture. but when I get home I can take a pick and send it to you.. make the antenna shape like a upside down mcdonalds M

This configuration gave me my first breakthrough with SWRs:
Channel 1 - 2.1:1
Channel 19 - 2.4:1
Channel 40 - 2.6:1
HOWEVER, I'm only hearing static, with a very occasional garbled transmission, and this from 1 mile from I-35 during rush hour. If anybody is hearing me ask for a radio check, I'm not hearing any responses....
I tried Ashton's suggestion (the little thingy on the end of the 16 gauge is where I had added more wire)....

I have the canister part of my bazooka up hanging from the ceiling not as low as you have it! and also the bare tips 3 inches worked for me on both sides.

I pick up interference from my computer and I've got my equipment 10 feet away from it, mainly from the screen and ever so slightly from the computer (fan). Won't help your SWR tho. TJ
