I have an opportunity to purchase a mint looking Icom IC 25A for $40.00 tested on simplex 146.25 only and no power cord. Is this a good price? Is this a decent starter 2 meter radio? I'm currently studying for my Technician ticket.

I would pass on it as it doesn’t have a tone controller for repeater use. Even in excellent condition it is a very old VHF radio.

I would look a dual band, 2m and 70cm, they are the popular bands covered by the tech license. Look up repeaterbook.com for the repeaters in your area.
