Sounds like someone playing around, there is a very very slight flicker on the S-meter meaning it's skip coming in or someone is moving around locally.

Need to be a little more specific.
Is it on all the channels or just 19?
Does it fade out or increase when driving to or from this location?
Is it on any other radios you migt have?
Is the antenna adjusted for the best performance?
