You can peak and tune um to around 12 watts pep.
I have heard of a conversion to install duel finals. However, for the cost of doing that and the subsiquint devalueing of the radio and lack of warranty and service on it from there it would be better to buy a good duel final radio to start with and not worry about it.

good radio to mod and tune,,you can mode to get freqs from 26.815 to 28.045
Low power: Set RF POWER fully counterclockwise. adjust the VR18
High Power: Set RF POWER fully clockwise. adjust the VR14
Modulation :Set radio to CH 20 AM mode.
Set MIC Gain fully clockwise and adjust VR16
You will get good watts from this radio due to the good final, and PEP will be 18 watts or so 12 watts with no modulation
