When I got this mic it was wired with a 1/4 " mono plug on the end for an old Midland. Could that have anything to do with it?

well since it is not a power mic. pop it open and see if the wires match up to the manual on the switch that I sent you. you also need a ohm meter to make sure the mic element is any good. as old as it is it could be bad.

I just looked at the manual and it says the 401a used shield. white ,red and black I think was the last one

I just looked at the switch wiring and I do not see the shield being wired to the switch where it will work on TX and RX position. that is one of the 1st things I told you that you may have to put a jumper in to make it receive and TX. I only see the shield hooked to the audio wire when you key it up. it will not RX or TX as it is unless there is jumpers to complete the circuit to make it work.
I do not see any.

Nice mic, really heavy duty. You are going to have to do some rewiring to make it work. Unsolder all the wires on the switch, on the bottom 3 pads you want the red wire on one end (keyed position) and the black wire on the other (unkeyed position), the center pad needs to be the ground or shield in the cord, that will control your transmit and receive. On the upper 3 pads you want the audio wire (white) from the mic element to the center pad and the audio wire (white) from the cord to outer pad that makes a connection when keyed, hook the ground or shield from the mic element to the ground/shield on the switch. It alto work then. Then wire it for your Cobra, the red will be TX and the black is RX.
